Project Upward Bound is a federally funded program, sponsored by ASAP Plus Inc., which has been serving students attending Pike County Central and East Ridge high schools since 2012.

​Project UB is committed to providing a number of meaningful services at no cost to students or their families. During the academic school year, Project Upward Bound students receive support and encouragement through counseling (career, academic and personal) and tutoring. Additionally, students are encouraged to participate in regular social and cultural activities. During the summer, students live on campus at the University of Pikeville for five weeks. Here they are exposed to a plethora of activities including academic enrichment courses, field trips and social events.

Eugene Sisco Jr.

Eugene Sisco Jr. (Project Director) holds a Masters Degree in Counseling as well as a Law Degree and is licensed to practice law in West Virginia and Kentucky. 

Eugene Sisco Jr.  has been a member of the TRIO community for over 35 years. During those years he was a 4 year high school participant in Upward Bound, a 5 year participant in Student Support Services, a 10 year Program Counselor for Upward Bound, 4 years summer staff  and 11 years as Project Director of Upward Bound.  

Eugene is married and has 4 children and 5 grandchildren. 
Eugene gives his parents and TRIO the credit for his success and is proud to welcome you to the Project Upward Bound Program. ​


Craig P. Wagner (Program Counselor) is lifelong Pike County resident who graduated from Phelps High School. He received both his Bachelor's Degree (English) and Master's Degree (Secondary English Education) from Morehead State University. He's been a TRiO professional since the summer of 2014.


Anna G. Sisco (Program Counselor) Anna was born and raised in Pike County Kentucky. She went to high on school at Pikeville Independent. After high school, Anna attended the University of Pikeville where she earned her BS in Psychology.  She also holds certifications in Alcohol and Drug Counseling. 

For the past several years since college, Anna has worked at ASAP PLUS INC performing a host of duties. Anna has managed from office in Substance Abuse cyclonic as well as conducting group and individual counseling with patients. Anna is currently employed at ASAP’s Project Upward Bound.
